“State Institute for Development of Arts & Crafts” (SIDAC), an organization under Handlooms, Textiles & Handicrafts Department, Government of Odisha registered under societies registration Act XXI of 1860 bearing no:21959/137 of 2004-05 dated 15.10.2004 is functioning at its registered office at Handicrafts Complex, Gandamunda, Bhubaneswar with the objective for promotion and development of Handicrafts in Odisha.The Commissioner-cum-Secretary to HT&H Department, Govt. of Odisha is the Chairperson of the Governing body of the organization. The Member Secretary is the CEO of the organization appointed by Government.

To create a conducive environment for advancement and improvement of the handicrafts segment to protect the social legacy of the state.
To help to create a constructive environment for promotion and development of the Handicrafts sector for preserving & promoting the cultural heritage of the State and to promote transfer of skills and their up-gradation.
To manage and supervise the State level design centre in order to promote design development, product innovation and diversification also to conduct design development programmes, arrange competitions among craft persons for development of new designers.
To conduct survey, studies and research in the field of Handicrafts & publish and promote publication of literature on handicrafts.
To develop marketing intelligence network for facilitating marketing/export of handicrafts and to conduct conference, symposia, seminars, workshops, buyer-seller meets, exhibitions, awareness camps etc.
To preserve the rich heritage of crafts of odisha for keeping alive the craftsmanship of the artistic works.

The Museum celebrates the craftsmanship of our artisans by putting on display their breath-taking masterpieces. Divided into 2 blocks, the museum has a display area and a live section. The display area focuses on galleries about Handicrafts and Handlooms from around the state while the live section is equipped with an open air theatre as well as separate workshop zones. Kalabhoomi is built using local raw materials such as the laterite stone which can still be seen in some of the oldest monuments around the state.
